This world is also Earth 89 in the Arrowverse.
The Catwoman 80th Anniversary comic has a story about Michelle Pfeiffer’s Catwoman. Based on technology, it would be set after Catwoman (2004), but you’d have to balance the technology with Selina Kyle’s age. I’d place between Catwoman (2004) and Supergirl 5×09, “Crisis on Infinite Earths: Part 1”.
It interestingly features Penguin, though it isn’t Danny Devito. I’m guessing that, similar to Joker possibly, a copycat took the name after Batman Returns.

Additionally, you can find commercials for OnStar featuring this, or a very similar, Batman. It actually kinda explains the Joker/Penguin situation.
Lois & Clark has a few novels, but I haven’t read any so I’m not sure how they would fit.
The upcoming The Flash movie will, of course, feature this Batman, too.
